Whereas, the Academy recommends encouragement for all persons under the age of 18 years to wear bicycle helmets as part of routine anticipatory guidelines; and
Whereas, legislation requiring bicycle helmets increases helmet use among cyclists, particularly younger age groups and those with low pre-intervention helmet wearing proportions; and
Whereas, only 21 states and the District of Columbia currently have statewide bicycle helmet laws; therefore be it
RESOLVED, that the Academy actively advocate in all states to have bicycle helmet laws for minors under the age of 18 years; and be it further
RESOLVED, that bicycle helmet laws should include funding for free or discounted helmet distribution programs for low-income families.

I definitely support the spirit of this resolution, and in particular the inclusion of the second resolved, but I'm interested to know how these laws would be written. In particular, what would be the penalty for not following the law? I would be reluctant to penalize low-income families who can't afford helmets by implementing fines.

I agree with this resolution as well. I believe in regards to the above comment we could reference the states that do have laws in place and see which have been most effective.

I would change resolve 2 to just read that states should fund distribution programs. Because some states may mandate helmet construction changes or other aspects of helmets, and to suggest all laws should include distribution funding may be cost probitited and I would assume against the spirit of the resolution.
- RESOLVED, that states provide funding for free or discounted helmet distribution programs for low-income families.
